I take tried clearing the cache only this is not the solution. The problem has appeared very recently and happens in the same manner when I utilise unlike machines and unlike browsers.

There is obviously an internal problem at Outlook which needs to be addresses apace.

I see this  bulletin when I attempt to open "People."

Apparently the connections that are added between Hotmail and other sites such as Facebook, Twitter and Linkedin are creates a strain on the contacts database. You lot have to remove those connections for affair to go dorsum to normal.
